Missouri American Water is urging residents and business owners to prepare their plumbing systems for freezing temperatures to avoid costly repairs and service disruptions this winter.

Company officials emphasize that proactive maintenance is the most effective way to prevent pipes from bursting when the thermometer drops.

"A little preparation goes a long way," said Jody Carlson, vice president of operations for Missouri American Water. "Locate your main shut-off valve, insulate exposed pipes, and stay alert to prevent costly damage."

The utility recommends that customers first locate and test their main water shut-off valve. These valves are typically found near the water meter or where the main pipe enters the building. Officials suggest hanging an identification tag on the valve so it can be found quickly during an emergency. To test the valve, residents should close it completely and check sinks to ensure the water flow has stopped.

While checking these lines, the company also encourages customers to identify their service line material. Missouri American Water is currently working to replace lines made of lead or galvanized steel.

To prevent freezing, homeowners should eliminate drafts in crawl spaces, basements and garages. Exposed pipes should be wrapped in insulation or heat tape. Additionally, outdoor irrigation systems should be completely drained and turned off for the season.

When temperatures remain below freezing, Carlson recommends opening cabinet doors to allow warm air to reach indoor plumbing and keeping a small trickle of water running through faucets to keep water moving.

For those traveling during the winter, the utility suggests keeping thermostats set to at least 55 degrees and having a neighbor check the property regularly.

If a pipe does freeze, the company advises shutting off the main water valve immediately. Pipes should be thawed by warming the air around them, but residents should never leave space heaters unattended or use open flames. Once thawed, the water should be turned back on slowly to check for leaks or cracks in the joints.

Jay Funke&nbsp; is the sales manager at Del Clay Farm Equipment in Edgewood in northeast Iowa. Funke said low commodity prices have cause a decrease in sales that leads to other problems. He says higher inventories cause higher interest costs, which can lead dealers to dump inventory and take losses on equipment. First Iowa State Bank chief financial officer Melissa Ann Spurgin says people trying to obtain loans through the Small Business Administration face a maze of rules and requirements, and the federal government needs to streamline the process.

Spurgin says if the Albia bank if they loses just one employee, it can eliminate a bank's S-B-A capability entirely.. Spurgin says ag businesses are often rich in assets, like land and equipment, but cash poor, amd that can make it tougher to obtain an S-B-A loan.

Missouri House and Senate committees heard bills this week that would align state policy with the federal limits on intoxicating hemp products, set to go into effect in November

Missouri lawmakers debated two bills this week that would align the state with the&nbsp;<a href="https://missouriindependent.com/2025/11/11/missouri-hemp-businesses-fear-new-federal-thc-limits-will-destroy-the-industry/">federal limits on intoxicating hemp products</a>&nbsp;set to go into effect in November.

Both Missouri bills would prohibit hemp products from containing more than 0.4 milligrams of THC per container, which is among the<a href="https://missouriindependent.com/2025/12/23/new-federal-regulations-complicate-missouri-debate-over-intoxicating-hemp/">&nbsp;limits</a>&nbsp;included in a provision in the federal spending bill Congress approved last year.

They both would regulate intoxicating hemp the same as marijuana, which would essentially ban current hemp products because marijuana must be grown in Missouri and most hemp is grown outside of the state. They would also require hemp products to be sold in licensed cannabis dispensaries, where most are currently sold in gas stations, liquor stores, restaurants and smoke shops.&nbsp;

State officials&nbsp;<a href="https://missouriindependent.com/2024/10/03/cost-to-enforce-ban-on-intoxicating-hemp-products-in-missouri-estimated-at-nearly-900k/">estimated&nbsp;</a>in 2024 that 40,000 food establishments and smoke shops and 1,800 food manufacturers were selling products that would be banned under the proposed federal regulations. It includes low-dose THC seltzers, such as Mighty Kind and Triple, that have&nbsp;<a href="https://missouriindependent.com/2025/10/27/thc-beverage-boom-faces-missouri-crackdown-amid-regulatory-concerns-safety-risks/">increased in popularity</a>&nbsp;at liquor stores and bars.&nbsp;

While business owners selling these products oppose the federal ban, some said they’re putting their support behind a&nbsp;<a href="https://house.mo.gov/Bill.aspx?bill=HB2641&amp;year=2026&amp;code=R" target="_blank">proposal</a>&nbsp;by Republican state Rep. Dave Hinman of O’Fallon because it would allow Missouri to sell the products if Congress changes its mind in the future.&nbsp;

A House committee discussed Hinman’s legislation Tuesday, making it one of the first bills to get a public hearing during the new legislative session that began last week.

“The bottom line for us is, if it’s authorized and it’s lawful under federal law, we should be able to sell it here in Missouri, just like all the other 49 states will be able to sell it,” said Ron Leon, executive director of the Missouri Petroleum and Convenience Association, which represents gas stations and convenience stores, during the hearing Tuesday evening.&nbsp;

The other bill, proposed by Republican state Sen. David Gregory of Chesterfield, does not include this provision. Another difference in Gregory’s bill is that it includes an emergency clause, meaning it would be enacted as soon as lawmakers approve it and the governor signs it.

“Now it’s time for us to ensure the safety of our kids, regardless of what Congress did or will be doing in the future,” Gregory said during the Senate committee hearing Wednesday morning. “And we need to prohibit intoxicating cannabis from being sold anywhere except for the way our voters designed it and requested it be sold. And that’s exactly what this bill seeks to do.”

The Missouri Cannabis Trade Association, which represents marijuana businesses, has put its support behind both bills. The Missouri Hemp Trade Association, which represents a number of hemp businesses, spoke in opposition to Gregory’s bill but was neutral on Hinman’s bill.&nbsp;

This will be the fourth year in a row that Missouri lawmakers have attempted to regulate intoxicating hemp products, with&nbsp;<a href="https://missouriindependent.com/2025/04/10/intoxicating-hemp-regulations-stall-in-missouri-senate-after-7-hour-filibuster/">previous debates ending in stalemates</a>.&nbsp;

However, Hinman said this is a priority for the state’s leadership.&nbsp;

“I met with [Missouri Attorney General Catherine Hanaway] last week, and she thinks this needs to be a priority,” Hinman told The Independent. “I believe the governor is the same and the speaker (of the House) is the same, so I think it’s going to move pretty quick.”

The Law Enforcement Legislative Coalition, which represents police chiefs across Missouri, is supporting both bills. Lake Saint Louis Police Department Chief Chris DiGiuseppi emphasized at both the Senate and House committee hearings this week that the federal provision does not give local police authority to enforce the ban, which is why the state bills are necessary.

“In order to enforce federal law, we’d have to go to a federal law enforcement agency,” DiGiuseppi told the state Senate committee members Wednesday. “We would have to get others involved. We can only enforce state statute. That’s what we’re empowered to do.”

State Sen. Nick Schroer, a Republican from Defiance, asked DiGiuseppi how difficult it would be to enforce the federal ban if Missouri lawmakers fail to pass regulations again this year.&nbsp;&nbsp;

“It would be much more difficult,” DiGiuseppi said. “It’s always easier to try to take care of that in house…so we appreciate all the help we can get.”

Kathi Harness, a lobbyist for the Missouri Beer Wholesalers Association, opposed both bills during hearings this week. She argued that state lawmakers should consider conversations that are happening at the national level.&nbsp;

Earlier this week, a U.S. House&nbsp;<a href="https://www.congress.gov/bill/119th-congress/house-bill/7010/text" target="_blank">bill</a>&nbsp;was filed to delay the implementation of the federal ban until 2028.

The association is supporting separate&nbsp;<a href="https://house.mo.gov/Bill.aspx?bill=HB2765&amp;year=2026&amp;code=R" target="_blank">legislation</a>&nbsp;to allow the sale of intoxicating hemp beverages to continue, contingent on what happens at the federal level.

“I believe, as do many people,… that what they will do is they will give it back to the states to regulate,” Harness said. “The federal government doesn’t regulate alcohol at the federal level. Alcohol is regulated at the state level, and I think there’s a very good chance that that’s how it will go if, in fact, the federal government decides to allow this product.”

Brian Simmons, infection preventionist at Emplify Health by Gundersen, is urging Iowans to learn how to identify the key symptoms of the flu versus a cold so they're not unnecessarily contributing to overcrowded E-Rs. With a cold, you'll likely have a sore throat, runny nose and coughing or sneezing, while with the flu, there will also usually be a fever, chills and body aches. 

With either one, Simmons says it's best to stay home, rest, drink plenty of fluids, and let your body's immune system fight. About 300-thousand Iowans get the flu every year and, along with pneumonia, it kills about one-thousand of them.

With Iowa ERs packed, know the difference between a cold and the flu

ATCHISON COUNTY —Law enforcement are investigating a Kansas felon on multiple allegations after an encounter with police.

Shortly after 6:00PM on Wednesday an officer was conducting a traffic stop in the 1600 block South 6th Street in Atchison, according to Police Chief Mike Wilson. During the traffic stop, 51-year-old Bobby Glaspie, a family member of the stopped driver arrived at the scene and a short time later drove away, recklessly. 

Just before 7p.m. officers went to Glaspie’s residence in the 400 block R Street in Atchison regarding the reckless driving. Glaspie came out of the residence in an aggressive manner towards the officers and was subsequently taken into custody on requested charges of assault and battery on the officers as well as the reckless driving.

Glaspie has multiple previous convictions that include forgery, burglary, robbery,&nbsp; theft, criminal damage to property and for a variety of drug arrests.

The Missouri State Highway Patrol reported a 2001 Dodge Durango driven by a 28-year-old Mercer woman was southbound on U.S 65 four miles north of Princeton. The driver was not paying attention, according to the MSHP report. The SUV rear-ended a 2001 John Deere Farm Tractor driven by a 53-year-old Princeton man.

Mercer County ambulance transported the SUV driver and her 5-year-old male passenger to Wright Memorial Hospital. The tractor driver was not injured. The SUV driver was not wearing a seat belt, according to the MSHP. The Patrol no longer releases names of accident victims.

Atchison County deputies, along with members of the Northwest Missouri Drug Task Force, reportedly discovered controlled substances in the residence.

(Radio Iowa) - Five of the six states that border Iowa have a significantly higher minimum wage and Democrats in the Iowa House say Iowa's minimum wage should be raised to 15 dollars an hour. 

That would equal the minimum wage rates in Nebraska and Missouri. House Democrats are also calling for a five-year freeze on electric and natural gas rates for Iowa homes. Republican Governor Kim Reynolds approved four weeks of paid parental leave for state employees and House Democrats say private sector workers should be required to provide up to 12 weeks of paid family leave. 

Republicans occupy 67 of the 100 seats in the Iowa House and are unlikely to advance any of these ideas.

Maryville voters will see a new question on the April election ballot this year, regarding a full Missouri Proposition C Sales Tax Rollback waiver. 

If approved, the waiver would grant the Maryville R-II School District an additional assessment of $880,000, which would be used to support staff salaries, operations, and programming. The Board of Education believes that the waiver would help the district maintain stable operating funding and provide competitive salaries to staff. 

If the waiver is not approved, the district has a healthy reserve fund that can be used to support rising costs and competitive salaries.

Maryville Schools Propose Tax Waiver to Boost Staff Salaries and Program Funding

Northwest Missouri State University in Maryville is launching a series of events this month to commemorate the 250th anniversary of the founding of the United States.

The university is joining the national “America250” initiative, a multiyear celebration leading up to the semiquincentennial of the signing of the Declaration of Independence. Organizers say the programming is designed to connect the nation's founding ideals to the history and people of Missouri.

“While we often think about the founding of this country as a story centered in the East Coast, the ideas and concerns of the American Revolution and the Founding Fathers impacted people across time and place,” said Elyssa Ford, a history professor at Northwest.

The initial events coincide with the university’s Martin Luther King Jr. Celebration Week. All activities are free and open to the public.

Programming begins Wednesday, Jan. 21, with the opening of “Deconstructing the Block,” an art exhibit by Norman Spencer in the DeLuce Art Gallery. Spencer will host a fireside chat at noon in the J.W. Jones Student Union and deliver a lecture at 5:30 p.m. in the Charles Johnson Theater. The exhibit runs through Feb. 27.

Also on Jan. 21, Ford will lead a 4 p.m. discussion in the Student Union regarding the history of Emancipation Day in Nodaway County. The talk will explore how local African American communities celebrated the end of slavery between the 1880s and 1930s.

On Jan. 29, the university will begin a weekly reading group focused on Jeffrey Rosen’s book, “The Pursuit of Liberty: How Hamilton vs. Jefferson Ignited the Lasting Battle over Power in America.” The sessions, led by political science professor Mariliz Kastberg-Leonard, will meet Thursdays at 4 p.m. in the Valk Center.

The America250 activities are being coordinated by Ford, Kastberg-Leonard, English instructor Daniel Biegelson, and Shay Malone, assistant vice president of institutional excellence and global engagement. Additional events will be announced throughout the spring and fall semesters.

CLINTON COUNTY —One person was injured in an accident just before 5a.m. Thursday in Clinton County.

The Missouri State Highway Patrol reported a 2019 Dodge Van driven by a 34-year-old Pattonsburg woman was southbound on Interstate 35 five miles west of Holt. The van struck a deer.&nbsp;

A private vehicle transported the driver to Liberty Hospital. She was properly restrained at the time of the accident, according to the MSHP. The Patrol no longer releases names of accident victims.

The Missouri Office of Childhood has received federal funding owed to more than 1,700 child care providers after submitting a “comprehensive breakdown” of expenditures, state officials said Tuesday.

“All subsidy funds requested” were released, and providers can expect to receive delayed payments by Jan. 16, an email from the state office said.

The delay left child care providers uncertain of when they would be reimbursed for services rendered in December through a nationwide subsidy program designed to increase access to child care for low-income and foster families.

The state office, part of Missouri’s Department of Elementary and Secondary Education, said in a press release last week that it had responded to a federal request for a detailed explanation of the expenses to be reimbursed through the subsidy program.&nbsp;

Prior to Tuesday’s announcement, advocates and child care providers scrambled for answers as invoices sat unpaid.&nbsp;

Lisa Scheer, director of Baden Christian Child Care in St. Louis,&nbsp;<a href="https://missouriindependent.com/2026/01/09/feds-demand-missouri-justify-child-care-expenses-to-receive-delayed-funding/">told The Independent</a>&nbsp;Friday that while the federal funds were at that point only a few days late, delays left providers putting off bill payments and questioning how long they would be able to keep their doors open.

Casey Hanson, deputy director of Kids Win Missouri, said many providers have already received payment. Scheer told The Independent that she is still waiting.&nbsp;

U.S. Health and Human Services Deputy Secretary Jim O’Neill said in a Dec. 30&nbsp;<a href="https://x.com/HHS_Jim/status/2006152183863972241?s=20" target="_blank">social media post</a>&nbsp;that the federal Administration for Children and Families would begin requiring states to justify their child care expenses before receiving funding.&nbsp;

Delayed federal funds start flowing to Missouri child care providers

Utility conflicts and weather delays have pushed back the first phase of a major intersection improvement project at U.S. Route 59 and Alabama Street in Buchanan County, transportation officials announced.

Aminos Brothers Co. Inc., working in conjunction with the Missouri Department of Transportation, began Stage 1 of the project in April 2025. While originally scheduled for completion by the end of 2025, a combination of contractor scheduling issues and environmental factors has moved the target completion date for this phase to March 2026.

Crews have successfully realigned Alabama Street east of Route 59. Current work focuses on paving roadway transitions and establishing temporary access for local businesses. Before the roadway fully reopens for this stage, crews will install temporary signage and traffic markings along Route 59.

The project will transition into Stages 2 and 3 once the current phase is finalized. MoDOT officials stated that specific details regarding the upcoming stages will be released prior to the change in traffic patterns.

Construction is scheduled to take place Monday through Friday during daylight hours. The entire project, which encompasses improvements to the intersection of Route 59, Missouri Route 752, and Buchanan County Route U, is expected to be finished by spring 2027.

Officials noted that all work is weather-permitting and schedules may change as construction progresses.

A 20-year-old woman has taken the oath of office in this small southwest Iowa community, becoming one of the youngest mayors in the United States.

Eva Fipps was sworn into office Dec. 29 after defeating Scott Schondelmeyer in the November election. Fipps won the seat by a 30-19 vote.

A 2024 graduate of Treynor High School, Fipps also completed dual-enrollment coursework at Iowa Western Community College. She decided to enter the race after being encouraged to run by the city clerk, who is a friend.

The new mayor acknowledged that leading a municipality comes with a learning curve. To prepare for her duties, Fipps is scheduled to attend a class on open meetings laws next week.

Fipps’ goals for her term include increasing community engagement, filling vacant storefronts and renovating the city’s playground.

Under the governor's plan, annual revenue growth for city and county budgets would be capped at 2%. Reynolds also called for a property tax freeze for Iowans older than 64 who own homes valued at less than $350,000.

The 2026 legislative agenda also prioritizes rural health care. Reynolds informed lawmakers that she intends to dedicate $50 million in recently acquired federal funding to expand cancer screening tests and treatment services throughout the state.

Reynolds proposes property tax caps, senior tax freeze in annual address

SALINE COUNTY —Law enforcement are investigating a Leavenworth man on multiple allegations after a high speed chase at speeds of 100mhp.

Just before 11 a.m. Monday, a deputy on Interstate 70 just east of the Brookville exit was attempting to locate a 1997 Toyota Camry&nbsp; reported stolen out of Hays by the Kansas Highway Patrol, according to Saline County Sheriff Roger Soldan.

The deputy located the vehicle. He and other law enforcement began a pursuit eastbound.&nbsp; The driver exited onto Hedville Road and continued northbound with speeds ranging from&nbsp;75-120 mph.

The driver entered into Ottawa County and came to the intersection of K-18 going eastbound. As the pursuit continued, the driver tried to pass a Nissan Versa but there was oncoming traffic. The driver then re-corrected back onto the eastbound lane, sideswiping a Nissan that was in front of the Toyota.&nbsp; The Nissan driver was not injured.

The suspect continued eastbound on K-18, following K-18 north and then east into Bennington. The suspect drove a short distance into Bennington, before returning to K-18 and heading back east on K-18.

At the intersection of K-18 and Lincoln Street the driver lost control and struck a tree on the northeast corner of the intersection.&nbsp;

The suspect identified as 37-year-old Shawn Hiatt of Leavenworth was arrested on the scene and transported to Salina Regional Health Center by Ottawa County EMS. Upon his release, Hiatt was booked into the Saline County Jail on requested charges of No Drivers License, Felony Flee and Elude, Possession of Stolen Property Aggravated Battery and a Warrant out of Leavenworth County for Domestic Battery.

The Iowa Republican emphasized a preference for non-military solutions to the escalating crisis. "We don't want military action," Grassley stated. "I don't think it's necessary at this point."

The Senator’s comments come amid harrowing reports from the region. Current estimates suggest that more than 600 people have been killed and upwards of 10,000 have been detained during the demonstrations. Grassley described the mounting death toll as "too many."

While ruling out immediate military intervention, Grassley noted that the administration remains in active deliberations. He confirmed that the president has been meeting with a team of military, diplomatic, and national security advisors to weigh potential U.S. responses to the unrest.

Jefferson City-On Tuesday, exactly one year since being sworn in as Missouri's 58th Governor, Governor Mike Kehoe delivered the 2026 State of the State Address to the Missouri General Assembly, outlining his legislative priorities and budget for Fiscal Year (FY) 2027.

The Governor's address centered on delivering a responsible, conservative budget recommendation. As state finances normalize following the influx of unprecedented federal funds and elevated general revenue spending, the Governor's budget starts to align ongoing spending with ongoing revenues in an effort to return state finances to a sustainable, pre-pandemic framework.

"Today, we delivered a budget recommendation that focuses on the core functions of government and how we can best serve Missourians without overpromising and overspending," said&nbsp;Governor Kehoe. "Our recommendation proves that state government can live within its means, and our economy can grow and deliver results for taxpayers all at the same time."

Since Fiscal Year FY2022, more than 3,400 new budgetary items have been added to the state’s operatingbudget, resulting in nearly $13 billion in new general revenue spending.

Governor Kehoe’s recommendation reduces more than $600 million from the general revenue core operating budget, beginning to address a projected future imbalance exceeding $2 billion. These reductions prioritize fiscal discipline while continuing to meet mandatory and high-priority obligations, including Medicaid matching requirements, child care subsidies, and disaster relief, without cutting core funding for higher education or the K-12 foundation formula.&nbsp;

While emphasizing smaller government and fiscal discipline, Governor Kehoe highlighted his support for modernizing Missouri's tax code by eliminating Missouri's individual income tax through a responsible, sustainable plan.

"If we are serious about building a foundation for growth, to compete rather than be complacent, then we must begin the work now to phase-out and eliminate Missouri's individual income tax," said&nbsp;Governor Kehoe. "We can do both. We can maintain a balanced budget that supports essential services and pursue a bold tax policy that improves Missouri’s competitiveness."

The first step in this plan is placing the measure before Missourians, so today, Governor Kehoe called on the General Assembly to pass a joint resolution to place a plan for the phased elimination of the individual income tax on the ballot this year. Voter approval would allow legislators to take action on Governor Kehoe's plan next legislative session.

Governor Kehoe previewed the types of modern services that are not currently being taxed that could create new revenue and the safeguards in his plan to ensure fiscal responsibility and protect against economic downturns, including requiring triggered reductions to the income tax rate.

"Eliminating the income tax is not about runaway sales taxes, and I will never support extending sales taxes on agriculture, healthcare, or real estate,"&nbsp;Governor Kehoe&nbsp;continued. "Missouri’s tax code was built for the past 100 years. Our economy demands one for the next 100 years."

Kansas currently holds the highest number of confirmed bird flu infections in the United States, with recent outbreaks in two northeast counties pushing the state’s total to more than 400,000 affected birds.

According to the U.S. Department of Agriculture, the surge in highly pathogenic avian influenza (HPAI) has impacted four commercial operations and six backyard flocks across the state. The most significant loss occurred in Pottawatomie County, where a commercial egg-laying facility reported 380,000 birds affected by the virus.

In neighboring Nemaha County, officials recently confirmed the virus in a commercial gamebird flock of more than 4,000 birds. The USDA reports that 65 flocks have been impacted nationwide as the virus continues to spread through migratory bird patterns.

Despite the high number of poultry infections, the Centers for Disease Control and Prevention maintains that the risk to the general public remains low. While the federal government has recorded 71 human cases of bird flu across the country, none have been identified in Kansas.

Health officials continue to monitor the situation, advising poultry owners to implement strict biosecurity measures to prevent further spread between commercial and wild populations.

The Probable Cause Statement revealed that Farrell was caught on video leaving with three bank bags but only deposited two at the bank, claiming one was lost. Approximately $1,100 worth of Missouri Lottery scratch-off tickets were also reported stolen. An internal investigation uncovered missing cashed-out lottery tickets and alcohol beverages. Farrell's bond was set at $10,000.
