KANSAS CITY – A Kansas City, Mo., woman was sentenced in federal court last week for her leadership role in two cases that resulted in more than $900,000 in fraudulent Paycheck Protection Program (PPP) loans being issued under the Coronavirus Aid, Relief, and Economic Security (CARES) Act, according to the United State's Attorney.

Renetta Golden-Larimore, 56, was sentenced by U.S. District Judge Brian C. Wimes to 51 months imprisonment based upon her guilty pleas to conspiracy to commit wire fraud, contained in two separate federal indictments.

The CARES Act established several new temporary programs and provided for the expansion of others to address the COVID-19 pandemic. Among these programs, the Paycheck Protection Program (PPP) authorized forgivable loans to small businesses to retain workers and maintain payroll, make mortgage interest payments, lease payments, and utility payments.

Golden-Larimore admitted that from February 2021 to May 2022 she conspired with others to submit false and fraudulent applications for PPP loans. The scheme caused over $900,000 in fraudulent PPP loans to be issued to ineligible borrowers, some of which were forgiven even though the funds were not used for the purposes specified in the PPP.

Golden-Larimore admitted she prepared and filed fraudulent PPP loan applications on behalf of other persons. Generally, she charged fees between $2,000 and $7,000 for her assistance in filing false and fraudulent PPP loans, earning a total of at least $75,833 from the scheme. Golden-Larimore created counterfeit IRS forms for nonexistent businesses and with inflated income for existing businesses in order to qualify the borrower for a PPP loan.

Golden-Larimore prepared approximately 43 false PPP loan applications that were funded and numerous other false applications that were rejected. The total loss to the Small Business Administration was $908,278.

Twenty-one other persons have been charged and convicted in the Golden-Larimore fraud scheme in these two cases and five additional cases.

Golden-Larimore was ordered to forfeit to the government at least $75,833, which represents the proceeds she personally obtained from the scheme and pay $908,278 in restitution to the Small Business Administration, representing the total fraud loss associated with the wire fraud scheme.

KC woman is going to prison for $900K PPP loan fraud scheme

WASHINGTON — The Trump administration has put on hold $6.8 billion in federal funds for K-12 schools, according to an Education Department notice obtained by States Newsroom.

The agency informed states on Monday that it would be withholding funding for several programs, including before- and after-school programs, migrant education and English-language learning, among other initiatives.

But the agency notified states just a day ahead of July 1 — the date these funds are typically sent out as educators plan for the coming school year.

“The Department remains committed to ensuring taxpayer resources are spent in accordance with the President’s priorities and the Department’s statutory responsibilities,” the Education Department wrote to states.

The notice, which did not provide any timeline, said the funds are under review and “decisions have not yet been made concerning submissions and awards for this upcoming academic year.”

The affected programs, according to the Democrats on the&nbsp;<a href="https://www.appropriations.senate.gov/news/minority/senator-murray-calls-on-trump-admin-to-immediately-release-billions-in-funds-k-12-schools-across-america-are-counting-on" target="_blank">Senate Appropriations Committee</a>, include:

States have been on the lookout for these funds. For instance, just last week, Oklahoma’s Department of Education reported that it had yet to get money from the federal government for migrant education, English language acquisition and other programs, according to&nbsp;<a href="https://oklahomavoice.com/2025/06/27/federal-funds-for-oklahoma-migrant-students-english-learners-in-doubt/" target="_blank">Oklahoma Voice</a>.&nbsp;

Adding fuel to the fire, Trump is looking to eliminate all these programs as part of his fiscal 2026 budget request. That wish list, according to a&nbsp;<a href="https://www.ed.gov/media/document/fiscal-year-2026-budget-summary-110043.pdf" target="_blank">department summary</a>, calls for $12 billion in total spending cuts at the agency.

That proposed $12 billion cut “reflects an agency that is responsibly winding down,” the document notes.

Meanwhile, a coalition of 16 states is also&nbsp;<a href="https://ag.ny.gov/sites/default/files/court-filings/state-of-washington-et-al-v-united-states-department-of-education-complaint-2025.pdf" target="_blank">suing the Trump administration</a>&nbsp;over the cancellation earlier this year of roughly $1 billion in school mental health grants — a different piece of school funding — to try to restore that money.

The lawsuit was filed Monday in the U.S. District Court for the Western District of Washington in Seattle. The states include California, Colorado, Connecticut, Delaware, Illinois, Maine, Maryland, Massachusetts, Michigan, New Mexico, New York, Nevada, Oregon, Rhode Island, Washington and Wisconsin.

In a Tuesday statement, Washington state U.S. Sen. Patty Murray, the top Democrat on the Senate spending panel, urged the Trump administration to immediately release the frozen funds.

“President Trump himself signed this funding into law — but that isn’t stopping him from choking off resources to support before and after school programs, help students learn, support teachers in the classroom, and a lot more,” Murray said. “The uncertainty he has created has already forced districts to delay hiring and other initiatives to help students. The only question left now is how much more damage this administration wants to inflict on our public schools.”

“Local school districts can’t afford to wait out lengthy court proceedings to get the federal funding they’re owed — nor can they make up the shortfall, especially not at the drop of a pin,” Murray added.

Randi Weingarten, president of the American Federation of Teachers, blasted the administration’s actions, saying this is “another illegal usurpation of the authority of the Congress” and “directly harms the children in our nation.”

“K-12 public school leaders across the country who should have been able to start planning months ago for the summer and the upcoming school year are instead left mired in financial uncertainty,” added Weingarten, who leads one of the largest teachers unions in the country.

Carissa Moffat Miller, CEO of the Council of Chief State School Officers, said “the administration must make the full extent of title funding available in a timely manner,” in a statement shared with States Newsroom on Tuesday.

“These funds were approved by Congress and signed into law by President Trump in March,” Miller said. “Schools need these funds to hire key staff and educate students this summer and in the upcoming school year.”

In response to a request for comment on the frozen funds, the Education Department referred States Newsroom to the Office of Management and Budget, which is responsible for administering the federal budget and overseeing the performance of departments throughout the federal government.

OMB did not immediately respond to States Newsroom’s inquiry.&nbsp;

WASHINGTON — The final “big beautiful bill” approved by Senate Republicans Tuesday included some last-minute changes on hot-button issues such as safety net programs and clean energy tax credits.

Senate Republicans had wrangled for weeks to deliver legislative text to satisfy concerns from lawmakers who objected to cutting Medicaid, the federal-state insurance program for low-income families and some individuals with disabilities.

Other sticking points included threats that the health cuts pose to rural hospitals, and tax revisions that hamper clean energy jobs and investment, most of which are&nbsp;<a href="https://www.newsfromthestates.com/article/republicans-congress-axed-green-new-scam-its-red-state-boon" target="_blank">in states</a>&nbsp;that elected President Donald Trump to his second term.

The lawmakers debated amendments for more than 24 hours. Even with&nbsp;<a href="https://rules.house.gov/sites/evo-subsites/rules.house.gov/files/evo-media-document/file_8654.pdf" target="_blank">final changes</a>, now under consideration in the House, three Republicans held out: Susan Collins of Maine, Thom Tillis of North Carolina and Rand Paul of Kentucky. Vice President JD Vance cast the tie breaking vote.

Here are several rewrites that popped up in the bill’s final minutes and hours:

Senate Republicans doubled the amount for a rural health “transformation program,” or money to compensate rural hospitals for the funds they would lose as a result of the proposed Medicaid cuts.

The latest proposal sets aside $50 billion, up from $25 billion, and moves up the distribution timeline to begin in 2026, up from 2028.

Collins had&nbsp;<a href="https://www.newsfromthestates.com/article/us-senate-narrowly-passes-gop-megabill-after-overnight-session-sending-it-house" target="_blank">unsuccessfully introduced</a>&nbsp;an amendment to bump the fund to $50 billion. Despite some support from GOP colleagues, the amendment was blunted by a technical budget point of order.

The Maine Republican still voted “no” Tuesday on the final bill.

The lawmakers also made a late change to how and when states would begin to shoulder the responsibility for costs of the Supplemental Nutrition Assistance Program.

According to the new version, if a state’s payment error rate in 2025 multiplied by 1.5 is equal or greater than 20%, then that state would be permitted to wait until 2029, rather than 2028, to begin footing a portion of the bill for food assistance.&nbsp; A state’s accuracy rate is the annual measurement of over- or underpayments to recipients.

Nine states would hover in the territory of meeting that threshold, according to the Department of Agriculture’s latest&nbsp;<a href="https://fns-prod.azureedge.us/sites/default/files/resource-files/snap-fy24QC-PER.pdf" target="_blank">error rates</a>&nbsp;published Monday. They are: Alaska, Florida, Georgia, Maryland, Massachusetts, New Jersey, New Mexico, New York and Oregon.

Alaska had the highest payment error rate of all states in both 2023 and 2024. Alaska Sen. Lisa Murkowski’s final decision on the bill was largely unknown until she cast a “yes” vote Tuesday.

A late amendment to strike the language offered by Amy Klobuchar of Minnesota failed&nbsp;<a href="https://www.senate.gov/legislative/LIS/roll_call_votes/vote1191/vote_119_1_00369.htm" target="_blank">45-55</a>.

Critics say the measure incentivizes states to keep the payment error rates high this year.

The tax that would have been imposed on new solar and wind projects was no longer in the legislation that senators voted on around noon Eastern Tuesday.

Other text loosened a squeeze on tech-neutral tax credits meant to incentivize the installation of energy systems that do not use fossil fuels. Senate Republicans added a year of leeway for new projects to break ground and avoid cutting short two of the tax credits.

Just before 3:30a.m. June 15, officers were dispatched to Truman and Prospect Avenue in Kansas City, Missouri.&nbsp; First responders located a victim, later identified as 24-year-old Jalin Brewer, inside a vehicle suffering from gunshot wounds. 

EMS transported Brewer to an area hospital for treatment&nbsp;&nbsp;Detectives were notified on Tuesday he died as a result of his injuries. Preliminary investigation indicated this was a result of an argument that led to gunfire. Police have not reported an arrest or additional details.

Victim dies two-weeks after wounded in Kansas City shooting

The U.S. Supreme Court declined Monday to hear Iowa Pork Producers Association’s case against a California law that mandates the amount of space livestock animals, in particular hogs, have while being raised.

The Supreme Court has ruled on&nbsp;<a href="https://iowacapitaldispatch.com/2023/05/11/u-s-supreme-court-rejects-pork-producers-challenge-of-california-law/" target="_blank">a previous case</a>&nbsp;in favor of upholding the California law, which opponents argue puts an unfair burden on pork producers by impacting their ability to sell to the state.

The IPPA lawsuit argued Proposition 12, which voters approved in 2018,&nbsp;imposed excessive burdens on interstate commerce and discriminated against out-of-state farmers.

The case was heard in the U.S. Court of Appeals for the 9th Circuit, which&nbsp;<a href="https://cdn.ca9.uscourts.gov/datastore/memoranda/2024/06/25/22-55336.pdf" target="_blank">ruled</a>&nbsp;in June 2024, in favor of California. IPPA filed a petition asking the Supreme Court to review the decision, which is the petition the court denied Monday.

Iowa Attorney General Brenna Bird led more than 20 attorneys general from other ag-producing states on an&nbsp;<a href="http://www.supremecourt.gov/DocketPDF/24/24-728/340376/20250129084901950_01.28%20-%20Iowa%20Pork%20Producers%20v.%20Bonta.pdf" target="_blank">amici curiae</a>&nbsp;in support of the IPPA appeal to the Supreme Court.

“Laws like this hurt Iowa’s rural communities and make it more difficult for Americans to enjoy the world-class pork products they have come to love and expect out of our state,” Bird said.

Bird said she would continue to fight against similar laws, including a Massachusetts law against which the<a href="https://iowacapitaldispatch.com/2024/10/03/iowa-ag-leads-continued-fight-against-massachusetts-animal-confinement-law/" target="_blank">&nbsp;attorney general also led an amici curiae</a>&nbsp;with other states, urging for an appeal.

“States like California and Massachusetts should not dictate Iowa farming practices,” Bird said.

The California law, which went into effect in 2024, stipulates that regardless of where an animal was raised, it must comply with the state regulation on animal confinement in order to be sold in California. The law stipulates sow enclosures must have at least 24 square feet of room. The law, which passed as a state referendum, was supported by animal rights organizations that say this spacing would give the animals enough space to turn around freely.

The west-coast state is a major pork consumer, meaning its laws have a big impact on pork production across the country and in states like Iowa, which produces the&nbsp;<a href="https://www.ers.usda.gov/data-products/charts-of-note/chart-detail?chartId=108733" target="_blank">most</a>&nbsp;pork in the nation.

Pork producers said the law would disrupt the pork supply chain and raise costs at the consumer level, as producers retrofit their facilities to comply with the law.

Eldon McAfee, counsel for IPPA, said the organization was “disappointed, obviously” by the decision and that many pork producers “don’t understand” how a California law “can be enforced here in Iowa.”

McAfee said producers believe this should be a marketplace decision driven by consumer and producer choice, not an enforcement.

“We do not believe it can be mandated by law, we believe it is unconstitutional,” McAfee said. “But the court disagreed in the NPPC case and declined to accept this case.”

McAfee referenced a<a href="https://iowacapitaldispatch.com/2022/03/28/u-s-supreme-court-will-hear-dispute-over-californias-pork-sale-restrictions/" target="_blank">&nbsp;Supreme Court decision</a>&nbsp;against the National Pork Producers Council’s petition of the California law.

He said while the court did not issue an explanation of the decision, the&nbsp;<a href="https://www.supremecourt.gov/search.aspx?filename=/docket/docketfiles/html/public/24-728.html" target="_blank">docket entries</a>&nbsp;show justices discussed the case seven times before eventually declining the petition, with Justice Brett Kavanaugh dissenting.

McAfee said the next step forward is legislative action.

“The courts have stated the basic premise that it is the federal government, Congress, that regulates interstate commerce,” McAfee said. “We believe the best option is federal legislation … to prevent this type of law.”

U.S. Rep. Randy Feenstra, a Republican from Iowa, has also been a vocal opponent of Proposition 12, working with other Republicans in Iowa and other states to advance legislation the past several years that would supersede the state law.

“This mandate on Iowa hog farmers increases pork prices for families, makes hog farming needlessly more expensive, harms our rural communities, and threatens our food security,” Feenstra said in a statement Monday. “I remain committed to getting a new, five-year Farm Bill signed into law that repeals Prop 12 and delivers certainty and clarity for our hog farmers.”

Mo. U.S. Senators celebrate passage of 'Big, Beautiful Bill

JOHNSON COUNTY —One person died in an accident just after 3:30a.m. Tuesday in Johnson County.

An electric bicycle driven by 25-year-old Desmond Robinson of Kansas City, Missouri, was westbound on west 95th Street in Overland Park, according to Officer John Lacy.&nbsp; The driver entered the intersection at Metcalf Avenue against the red light, according to Lacy. The electric bike struck a southbound vehicle at the intersection. Robinson was pronounced dead at the scene, according to Lacy.&nbsp;

The other driver was not injured and is cooperating with the investigation. The Overland Park Traffic Safety Unit continues to investigate the accident.

Mo. man on e-bike dies after 2-vehicle crash

WASHINGTON — U.S. Senate Republicans approved their signature tax break and spending cuts package Tuesday with a tie-breaking vote cast by Vice President JD Vance, following days of tense, closed-door negotiations that went until the few last minutes of a marathon amendment voting session.

The 51-50 mostly party-line vote sends the legislation back to the House, where GOP leaders hope to clear the bill for President Donald Trump’s signature this week, by their self-imposed July Fourth deadline. But frustrations throughout the House GOP Conference over changes made in the Senate could delay or even block final approval.&nbsp;

Republican Sens. Susan Collins of Maine, Rand Paul of Kentucky and Thom Tillis of North Carolina&nbsp;voted against approving the legislation over concerns it would not benefit the country’s finances or Republican voters.

Changes made in final negotiations were not immediately clear or publicly available.

Alaska Sen. Lisa Murkowski , whose support had been unclear until the vote, and Majority Whip John Barrasso, of Wyoming, left the chamber to catch an elevator together just after 9:30 a.m. Eastern.

Asked if the bill was in the hands of the parliamentarian, Murkowski quipped, “I think it’s in the hands of the people that operate the coffee machine.”

Barrasso said “Yes” when asked if it would pass this morning.

Trump told reporters on Tuesday morning before leaving for a Florida visit to the “Alligator Alcatraz” immigrant detention site that “it’s very complicated stuff” when asked about Senate Republicans’ debate over spending cuts.

“We’re going to have to see the final version. I don’t want to go too crazy with cuts. I don’t like cuts. There are certain things that have been cut, which is good. I think we’re doing well,” Trump said. “We’re going to have to see, it’s some very complicated stuff. Great enthusiasm as you know. And I think in the end we’re going to have it.”

The heart of the nearly 1,000-page legislation extends and expands the 2017 tax law to keep individual income tax rates at the same level and makes permanent some tax breaks on business investments and research and development costs.

The bill would also put in motion some of Trump’s campaign promises, including no tax on qualifying tips, overtime or car loan interest, but only for a few years.

And it slashes spending on the Medicaid program for low-income people and some people with disabilities as well as&nbsp;shifting significant costs of the federal Supplemental Nutrition Assistance Program, or SNAP, to states for the first time. It also overhauls federal education aid

It would also bolster spending on border security and defense by hundreds of billions of dollars, including line items for the “golden dome” missile defense system and additional barriers along the southern border.

The measure would provide a substantial funding increase for federal immigration enforcement for detention and removal of people without permanent legal status, aiding the president in carrying out his campaign promise of mass deportations.

The bill would raise the debt limit by $5 trillion, a figure designed to get Congress past next year’s midterm elections before the country would once again bump up against the borrowing limit.

Speaker Mike Johnson, R-La., can only lose four Republicans if all lawmakers in that chamber attend the vote. Several GOP members have voiced frustration with how the Senate has reworked the legislation, signaling an uphill climb for the bill.

House Ways and Means Chair Jason Smith said as he left the Senate cloakroom just after 9:20 a.m. Eastern that lawmakers are “getting closer to a bill signing on July Fourth.”

“If you followed this journey over the last six months, over and over, people said that we could not accomplish a budget (reconciliation bill). We did. They said we would never pass it out of the House. We did. The Senate is going to pass it. The House is going to pass it, and the president’s going to sign it into law,” the Missouri Republican said.

The Senate had adopted three amendments to the bill following an all-night amendment voting session, known as a vote-a-rama.

Tennessee Republican Sen. Marsha Blackburn was able to remove language from the package that would have blocked state and local governments from regulating artificial intelligence for five years if they wanted access to a $500 million fund. That&nbsp;<a href="https://www.senate.gov/legislative/LIS/roll_call_votes/vote1191/vote_119_1_00363.htm" target="_blank">vote was 99-1</a>&nbsp;with only North Carolina’s Tillis voting to keep the language in the package.

Blackburn said the change was necessary because lawmakers in Congress have “proven that they cannot legislate on emerging technology.”

Senators approved an amendment from Iowa GOP Sen. Joni Ernst by voice vote that would disqualify “anyone making a million dollars or more from being eligible for unemployment income support.”

Louisiana Republican Sen. John Kennedy was able to get an amendment adopted by a voice vote that would move up the date when Medicaid administrators must begin checking the Social Security Administration’s death master file to determine if a new enrollee is alive before adding them to the health program. It was set to begin on Jan. 1, 2028, but will now begin one year earlier.

Senators rejected dozens of amendments offered by both Democrats and Republicans, some of which deadlocked on 50-50 votes. Maine’s Collins and Alaska’s Murkowski broke with their party several times to vote with Democrats.

Hawaii Democratic Sen. Mazie Hirono tried to eliminate a sweeping private school voucher program that’s baked into the reconciliation package, but that vote failed&nbsp;<a href="https://www.senate.gov/legislative/LIS/roll_call_votes/vote1191/vote_119_1_00358.htm#position" target="_blank">50-50</a>. Collins, Nebraska Republican Sen. Deb Fischer and Murkowski voted in support.

The original proposal called for $4 billion a year in tax credits beginning in 2027 for people donating to organizations that provide private and religious school scholarships.

But the parliamentarian last week&nbsp;<a href="https://www.newsfromthestates.com/article/gun-silencer-school-voucher-provisions-dropped-gop-mega-bill-us-senate" target="_blank">deemed the program</a>&nbsp;to not comply with the “Byrd Bath,” a Senate process named for the late Sen. Robert Byrd, forcing senators to rework the program.

Details on the finalized version of the program remain unknown as the final bill text has not been released.&nbsp;&nbsp;&nbsp;

Safety funding for Virginia airport across from DC

Virginia Democratic Sen. Mark Warner tried to add language to the bill that would have increased safety funding for airports near Washington, D.C., and established a memorial for the victims who died in a crash this January. The vote failed on&nbsp;<a href="https://www.senate.gov/legislative/LIS/roll_call_votes/vote1191/vote_119_1_00367.htm" target="_blank">a tied 50-50 vote</a>, with Collins, Kansas GOP Sen. Jerry Moran and Murkowski voting with Democrats in support.

“Colleagues, we all know that on January 29 of this year, 67 individuals lost their lives when a military helicopter and a passenger jet collided near Reagan National Airport. This tragedy underscores the need for more safety improvements at National Airport,” Warner said. “The reconciliation bill increases, actually doubles, the amount of rent that National and Dulles pay the government but doesn’t use any of that money to make those airports and the people who use them any safer.”

He argued there was “no good rationale for increasing those rents and not using them for aviation safety.”

Texas Republican Sen. Ted Cruz spoke against Warner’s amendment, saying the rents for the two airports in Virginia near the nation’s capital haven’t been updated in decades.

“The federal government originally calculated the rent in 1987 at $7.5 million dollars, massively below market rates,” Cruz said. “This bill increases that to $15 million, still dramatically below market rates.”

Cruz — chairman of the Committee on Commerce, Science and Transportation — said the legislation includes $12.5 billion for the Federal Aviation Administration to “transform the air traffic control system” and said his panel is looking into the collision in order to prevent something similar from happening again.&nbsp;

Trump budget director’s office targeted

Maryland Democratic Sen. Chris Van Hollen also got within one vote of having an amendment adopted when he tried to remove a section from the bill that would increase funding for the White House budget office by $100 million.

“This is at a time when (Federal Emergency Management Agency) grants to many of our states have been canceled, grants for law enforcement have been frozen, grants for victims of crimes are on hold,” Van Hollen said. “That is not efficiency. That is creating chaos and uncertainty. And I ask my colleagues, why in the world would we want to send another $100 million to OMB?”

Wisconsin Republican Sen. Ron Johnson opposed the efforts, saying “the Office of Management and Budget needs to identify budgeting and accounting efficiencies in the executive branch. They need the resources to do it.”

Collins loses vote on rural hospital fund

Maine’s Collins tried to get an amendment added to the legislation that would have increased “funding for the rural health care provider fund to $50 billion dollars and expand the list of eligible providers to include not only rural hospitals but also community health centers, nursing homes, ambulance services, skilled nursing facilities and others.”

Collins said the additional $25 billion in funding for the fund would be paid for by “a modest increase in the top marginal tax rate, equal to the pre-2017 rate for individuals with income above $25 million and married couples with income above $50 million.”

Collins’ amendment was subject to a Senate procedural limit known as a budget point of order. She was unable to get the votes needed to waive that on a&nbsp;<a href="https://www.senate.gov/legislative/LIS/roll_call_votes/vote1191/vote_119_1_00355.htm" target="_blank">22-78 vote</a>.

Oregon Democratic Sen. Ron Wyden spoke against Collins’ proposal, calling it “flawed,” and introduced the budget point of order against her amendment.

“The danger Senate Republicans are causing for rural hospitals is so great, Republicans have had to create a rural hospital relief fund so they can look like they are fixing the problem they are causing,” Wyden said. “It is a Band-Aid on an amputation. It provides just a tiny fraction of the nearly $1 trillion in cuts the bill makes to Medicaid. It would be much more logical to simply not cut $1 trillion from Medicaid in the first place.”

Collins received a mix of support from Republicans, including West Virginia Shelley Moore Capito, Louisiana’s Bill Cassidy, Utah’s John Curtis, Nebraska’s Fischer, South Carolina’s Lindsey Graham, Missouri’s Josh Hawley, Ohio’s Jon Husted and Bernie Moreno, Mississippi’s Cindy Hyde-Smith and Roger Wicker, Louisiana’s Kennedy, Kansans Roger Marshall and Moran, Kentucky’s Mitch McConnell, Alaskans Dan Sullivan and Murkowski and Indiana’s Todd Young.

Also voting to waive the point of order and move forward with the amendment were Georgia’s Jon Ossoff and Raphael Warnock and Virginia’s Warner, all Democrats, and independent Maine Sen. Angus King.

But frustrations throughout the House GOP Conference over changes made in the Senate could delay or even block final approval.&nbsp;</p><p>Republican Sens. Susan Collins of Maine, Rand Paul of Kentucky and Thom Tillis of North Carolina&nbsp;voted against approving the legislation over concerns it would not benefit the country’s finances or Republican voters.</p><p>Changes made in final negotiations were not immediately clear or publicly available.</p><p>Alaska Sen. Lisa Murkowski , whose support had been unclear until the vote, and Majority Whip John Barrasso, of Wyoming, left the chamber to catch an elevator together just after 9:30 a.m. Eastern.</p><p>Asked if the bill was in the hands of the parliamentarian, Murkowski quipped, “I think it’s in the hands of the people that operate the coffee machine.”</p><p>Barrasso said “Yes” when asked if it would pass this morning.</p><h2>Trump weighs in</h2><p>Trump told reporters on Tuesday morning before leaving for a Florida visit to the “Alligator Alcatraz” immigrant detention site that “it’s very complicated stuff” when asked about Senate Republicans’ debate over spending cuts.</p><p>“We’re going to have to see the final version. I don’t want to go too crazy with cuts. I don’t like cuts. There are certain things that have been cut, which is good. I think we’re doing well,” Trump said. “We’re going to have to see, it’s some very complicated stuff. Great enthusiasm as you know. And I think in the end we’re going to have it.”</p><p>The heart of the nearly 1,000-page legislation extends and expands the 2017 tax law to keep individual income tax rates at the same level and makes permanent some tax breaks on business investments and research and development costs.</p><p>The bill would also put in motion some of Trump’s campaign promises, including no tax on qualifying tips, overtime or car loan interest, but only for a few years.</p><p>And it slashes spending on the Medicaid program for low-income people and some people with disabilities as well as&nbsp;shifting significant costs of the federal Supplemental Nutrition Assistance Program, or SNAP, to states for the first time. It also overhauls federal education aid</p><p>It would also bolster spending on border security and defense by hundreds of billions of dollars, including line items for the “golden dome” missile defense system and additional barriers along the southern border.</p><p>The measure would provide a substantial funding increase for federal immigration enforcement for detention and removal of people without permanent legal status, aiding the president in carrying out his campaign promise of mass deportations.</p><p>The bill would raise the debt limit by $5 trillion, a figure designed to get Congress past next year’s midterm elections before the country would once again bump up against the borrowing limit.</p><h2>On to the House</h2><p>House approval is far from guaranteed.</p><p>Speaker Mike Johnson, R-La., can only lose four Republicans if all lawmakers in that chamber attend the vote. Several GOP members have voiced frustration with how the Senate has reworked the legislation, signaling an uphill climb for the bill.</p><p>House Ways and Means Chair Jason Smith said as he left the Senate cloakroom just after 9:20 a.m. Eastern that lawmakers are “getting closer to a bill signing on July Fourth.”</p><p>“If you followed this journey over the last six months, over and over, people said that we could not accomplish a budget (reconciliation bill). We did. They said we would never pass it out of the House. We did. The Senate is going to pass it. The House is going to pass it, and the president’s going to sign it into law,” the Missouri Republican said.</p><h2>Three amendments succeed</h2><p>The Senate had adopted three amendments to the bill following an all-night amendment voting session, known as a vote-a-rama.</p><p>Tennessee Republican Sen. Marsha Blackburn was able to remove language from the package that would have blocked state and local governments from regulating artificial intelligence for five years if they wanted access to a $500 million fund. That&nbsp;<a href="https://www.senate.gov/legislative/LIS/roll_call_votes/vote1191/vote_119_1_00363.htm" target="_blank">vote was 99-1</a>&nbsp;with only North Carolina’s Tillis voting to keep the language in the package.</p><p>Blackburn said the change was necessary because lawmakers in Congress have “proven that they cannot legislate on emerging technology.”</p><p>Senators approved an amendment from Iowa GOP Sen. Joni Ernst by voice vote that would disqualify “anyone making a million dollars or more from being eligible for unemployment income support.”</p><p>Louisiana Republican Sen. John Kennedy was able to get an amendment adopted by a voice vote that would move up the date when Medicaid administrators must begin checking the Social Security Administration’s death master file to determine if a new enrollee is alive before adding them to the health program. It was set to begin on Jan. 1, 2028, but will now begin one year earlier.</p><p>Senators rejected dozens of amendments offered by both Democrats and Republicans, some of which deadlocked on 50-50 votes. Maine’s Collins and Alaska’s Murkowski broke with their party several times to vote with Democrats.</p><h2>National private school voucher program</h2><p>Hawaii Democratic Sen. Mazie Hirono tried to eliminate a sweeping private school voucher program that’s baked into the reconciliation package, but that vote failed&nbsp;<a href="https://www.senate.gov/legislative/LIS/roll_call_votes/vote1191/vote_119_1_00358.htm#position" target="_blank">50-50</a>. Collins, Nebraska Republican Sen. Deb Fischer and Murkowski voted in support.</p><p>The original proposal called for $4 billion a year in tax credits beginning in 2027 for people donating to organizations that provide private and religious school scholarships.</p><p>But the parliamentarian last week&nbsp;<a href="https://www.newsfromthestates.com/article/gun-silencer-school-voucher-provisions-dropped-gop-mega-bill-us-senate" target="_blank">deemed the program</a>&nbsp;to not comply with the “Byrd Bath,” a Senate process named for the late Sen. Robert Byrd, forcing senators to rework the program.</p><p>Details on the finalized version of the program remain unknown as the final bill text has not been released.&nbsp;&nbsp;&nbsp;</p><h2>Safety funding for Virginia airport across from DC</h2><p>Virginia Democratic Sen. Mark Warner tried to add language to the bill that would have increased safety funding for airports near Washington, D.C., and established a memorial for the victims who died in a crash this January. The vote failed on&nbsp;<a href="https://www.senate.gov/legislative/LIS/roll_call_votes/vote1191/vote_119_1_00367.htm" target="_blank">a tied 50-50 vote</a>, with Collins, Kansas GOP Sen. Jerry Moran and Murkowski voting with Democrats in support.</p><p>“Colleagues, we all know that on January 29 of this year, 67 individuals lost their lives when a military helicopter and a passenger jet collided near Reagan National Airport. This tragedy underscores the need for more safety improvements at National Airport,” Warner said. “The reconciliation bill increases, actually doubles, the amount of rent that National and Dulles pay the government but doesn’t use any of that money to make those airports and the people who use them any safer.”</p><p>He argued there was “no good rationale for increasing those rents and not using them for aviation safety.”</p><p>Texas Republican Sen. Ted Cruz spoke against Warner’s amendment, saying the rents for the two airports in Virginia near the nation’s capital haven’t been updated in decades.</p><p>“The federal government originally calculated the rent in 1987 at $7.5 million dollars, massively below market rates,” Cruz said. “This bill increases that to $15 million, still dramatically below market rates.”</p><p>Cruz — chairman of the Committee on Commerce, Science and Transportation — said the legislation includes $12.5 billion for the Federal Aviation Administration to “transform the air traffic control system” and said his panel is looking into the collision in order to prevent something similar from happening again.&nbsp;</p><h2>Trump budget director’s office targeted</h2><p>Maryland Democratic Sen. Chris Van Hollen also got within one vote of having an amendment adopted when he tried to remove a section from the bill that would increase funding for the White House budget office by $100 million.</p><p>“This is at a time when (Federal Emergency Management Agency) grants to many of our states have been canceled, grants for law enforcement have been frozen, grants for victims of crimes are on hold,” Van Hollen said. “That is not efficiency. That is creating chaos and uncertainty. And I ask my colleagues, why in the world would we want to send another $100 million to OMB?”</p><p>Wisconsin Republican Sen. Ron Johnson opposed the efforts, saying “the Office of Management and Budget needs to identify budgeting and accounting efficiencies in the executive branch. US Senate narrowly passes GOP megabill after overnight session, sending it to House

KANSAS CITY—Law enforcement are investigating a violent altercation that injured two teenagers at a skate park in Kansas City, Missouri.

Just after 1a.m. Sunday, police&nbsp;responded to report of a disturbance at 6401 NE Pleasant Valley Road in Kansas City, according to a statement from police.

First responders learned that a girl had been struck by a car, which fled the scene. They also learned that a teenager girl had arrived at a hospital with a gunshot wound. The 15-year-old shooting victim told hospital staff she was shot at Pleasant Valley Skate Park, according to police.

The injured girl reported a verbal altercation broke out and people began pushing and hitting the vehicle she was in. The driver of the vehicle, who was listed as a victim of aggravated assault, began to drive away as the altercation continued.

Someone fired a gun as they drove off. The gunshots struck the car and the girl who was treated for non-life-threatening injuries. The driver and other victim was a 16-year-old girl.&nbsp; Police have not reported a possible suspect or an arrest.

The driver and a 52-year-old passenger in the Honda were pronounced dead at the scene.&nbsp; EMS transported the driver of the pickup and a baby boy in the Honda to Cox South in Springfield. All four were properly restrained, according to the MSHP. The Patrol no longer releases names of accident victims.

RILEY COUNTY —The investigation into the aggravated arson which occurred on June 13, at Walmart, 101 E Bluemont Avenue in Manhattan, is still an active investigation, according to a statement from the Riley County Police Department.

The RCPD has forwarded an affidavit to the Pottawatomie County District Attorney’s Office for review and consideration for prosecution.

The Riley County Police Department is leading the investigation into the incident while working closely with the Manhattan Fire Department.

Just before 5p.m. on June 13, the Manhattan Fire Department was dispatched to a fire reported at Walmart,&nbsp; 101 Bluemont Avenue, according to a media release.

Upon arrival, crews found people evacuating and light smoke showing at the doors. Employees were extinguishing the fire as crews arrived at the middle of the store where the fire occurred.&nbsp;

Crews ensured that extinguishment was complete by overhauling the area and taking smoldering material outside.

Just before 7p.m., Walmart was still closed while fire crews evacuate smoke from inside the building. No injuries were reported.&nbsp; There was considerable smoke damage.

Riley County Police Department, Pottawatomie County Sheriff's Office, and Pottawatomie County EMS responded to assist.

Police: Investigation of alleged arson fire at Kan. Walmart continues

The Justice Department on Monday announced the results of its 2025 National Health Care Fraud Takedown, which resulted in criminal charges against 324 defendants, including 96 doctors, nurse practitioners, pharmacists, and other licensed medical professionals, in 50 federal districts and 12 State Attorneys General’s Offices across the United States, for their alleged participation in various health care fraud schemes involving over $14.6 billion in intended loss, according to a statement from the DOJ.

The Takedown involved federal and state law enforcement agencies across the country and represents an unprecedented effort to combat health care fraud schemes that exploit patients and taxpayers.

Demonstrating the significant return on investment that results from health care fraud enforcement efforts, the government seized over $245 million in cash, luxury vehicles, cryptocurrency, and other assets as part of the coordinated enforcement efforts. As part of the whole-of-government approach to combating health care fraud announced today, the Centers for Medicare and Medicaid Services (CMS) also announced that it successfully prevented over $4 billion from being paid in response to false and fraudulent claims and that it suspended or revoked the billing privileges of 205 providers in the months leading up to the Takedown. Civil charges against 20 defendants for $14.2 million in alleged fraud, as well as civil settlements with 106 defendants totaling $34.3 million, were also announced as part of the Takedown.

Today’s Takedown was led and coordinated by the Health Care Fraud Unit of the Department of Justice Criminal Division’s Fraud Section and its core partners from U.S. Attorneys’ Offices, the Department of Health and Human Services Office of Inspector General (HHS-OIG), the Federal Bureau of Investigation (FBI), and the Drug Enforcement Administration (DEA). The cases were investigated by agents from HHS-OIG, FBI, DEA, and other federal and state law enforcement agencies. The cases are being prosecuted by Health Care Fraud Strike Force teams from the Criminal Division’s Fraud Section, 50 U.S. Attorneys’ Offices nationwide, and 12 State Attorneys General Offices.

“This record-setting Health&nbsp;Care Fraud Takedown delivers justice to criminal actors who prey upon our most vulnerable citizens and steal from hardworking American taxpayers,” said Attorney General Pamela Bondi. “Make no mistake – this administration will not tolerate criminals who line their pockets with taxpayer dollars while endangering the health and safety of our communities.”

“As part of making healthcare accessible and affordable to all Americans, HHS will aggressively work with our law enforcement partners to eliminate the pervasive health care fraud that bedeviled this agency under the former administration and drove up costs,” said Secretary Robert F. Kennedy Jr. of the Department of Health and Human Services.

“The Criminal Division is intensely committed to rooting out health care fraud schemes and prosecuting the criminals who perpetrate them because these schemes: (1) often result in physical patient harm through medically unnecessary treatments or failure to provide the correct treatments; (2) contribute to our nationwide opioid epidemic and exacerbate controlled substance addiction; and (3) do all of that while stealing money hardworking Americans contribute to pay for the care of their elders and other vulnerable citizens,” said Matthew R. “Health care fraud drains critical resources from programs intended to help people who truly need medical care,” said FBI Director Kash Patel. “Today’s announcement demonstrates our commitment to pursuing those who exploit the system for personal gain. With more than $13 billion in fraud uncovered, this is the largest takedown for this initiative to date. Together, the FBI and our law enforcement partners will continue to hold those accountable who steal from the American people and undermine our health care systems.”

29 defendants were charged for their roles in transnational criminal organizations alleged to have submitted over $12 billion in fraudulent claims to America’s health insurance programs.

For instance, a nationwide investigation known as Operation Gold Rush resulted in the largest loss amount ever charged in a health care fraud case brought by the Department. These charges were announced in the Eastern District of New York, the Northern District of Illinois, the Central District of California, the Middle District of Florida, and the District of New Jersey against 19 defendants. Twelve of these defendants have been arrested, including four defendants who were apprehended in Estonia as a result of international cooperation with Estonian law enforcement and seven defendants who were arrested at U.S. airports and the U.S. border with Mexico, cutting off their intended escape routes as they attempted to avoid capture.

The organization allegedly used a network of foreign straw owners, including individuals sent into the United States from abroad, who, acting at the direction of others using encrypted messaging and assumed identities from overseas, strategically bought dozens of medical supply companies located across the United States. They then rapidly submitted $10.6 billion in fraudulent health care claims to Medicare for urinary catheters and other durable medical equipment by exploiting the stolen identities of over one million Americans spanning all 50 states and using their confidential medical information to submit the fraudulent claims. As alleged, the organization exploited the U.S. financial system by laundering the fraudulent proceeds and deploying a range of tactics to circumvent anti-money laundering controls to transfer funds into cryptocurrency and shell companies located abroad. The arrests announced today also include a banker who facilitated the money laundering of fraud proceeds on behalf of the organization through a U.S.-based bank.

The Health Care Fraud Unit’s Data Analytics Team and its partners detected the anomalous billing through proactive data analytics, and HHS-OIG and CMS successfully prevented the organization from receiving all but approximately $41 million of the approximately $4.45 billion that was scheduled to be paid by Medicare. HHS and CMS intend to seek to return the $4.41 billion in escrow to the Medicare trust fund for needed medical care.&nbsp;The scheme nonetheless resulted in payments of approximately $900 million from Medicare supplemental insurers. To date, law enforcement has seized approximately $27.7 million in fraud proceeds as part of Operation Gold Rush.

In another action involving foreign influence, charges were filed in the Northern District of Illinois against five defendants, including two owners and executives of Pakistani marketing organizations, in connection with a $703 million scheme in which Medicare beneficiaries’ identification numbers and other confidential health information were allegedly obtained through theft and deceptive marketing. The defendants allegedly used artificial intelligence to create fake recordings of Medicare beneficiaries purportedly consenting to receive certain products. According to court documents, the beneficiaries’ confidential information was then illegally sold to laboratories and durable medical equipment companies, which used this unlawfully obtained and fraudulently generated data to submit false claims to Medicare. Certain defendants controlled dozens of nominee-owned durable medical equipment companies and laboratories that allegedly submitted fraudulent claims for products and services the beneficiaries did not request, need, or receive. Certain defendants also allegedly conspired to conceal and launder the fraud proceeds from bank accounts they controlled in the United States to bank accounts overseas. In total, the defendants caused approximately $703 million in alleged fraudulent claims to Medicare and Medicare Advantage plans, which paid approximately $418 million on those claims. The government seized approximately $44.7 million from various bank accounts related to this case.

Finally, a defendant based in Pakistan and the United Arab Emirates who owned a billing company allegedly orchestrated a scheme to prey upon vulnerable individuals in need of addiction treatment by conspiring with treatment center owners to fraudulently bill Arizona Medicaid approximately $650 million for substance abuse treatment services. According to court documents, some of the services billed were never provided, while other services were provided at a level that was so substandard that it failed to serve any treatment purpose. As part of the conspiracy, treatment center owners allegedly paid illegal kickbacks in exchange for the referral of patients recruited from the homeless population and Native American reservations. The defendant received at least $25 million of ill-gotten Arizona Medicaid funds as a result of the conspiracy and is charged with a money laundering offense for his alleged use of those funds to purchase a $2.9 million home located on a golf estate in Dubai.

Charges were filed in the District of Arizona and the District of Nevada against seven defendants, including five medical professionals, in connection with approximately $1.1 billion in fraudulent claims to Medicare and other health care benefit programs for amniotic wound allografts. As alleged, certain defendants targeted vulnerable elderly patients, many of whom were receiving hospice care, and applied medically unnecessary amniotic allografts to these patients’ wounds. Many of the allografts allegedly were applied without coordination with the patients’ treating physicians, without proper treatment for infection, to superficial wounds that did not need this treatment, and to areas that far exceeded the size of the wound. Certain defendants allegedly received millions in illegal kickbacks from the fraudulent billing scheme.

“Today's unprecedented enforcement action demonstrates that CMS and our federal partners are united in our mission to protect the integrity of Medicare and Medicaid by crushing waste, fraud, and abuse," said CMS Administrator Dr. Mehmet Oz. "Every dollar we prevent from going to fraudsters is a dollar that stays in the system to serve legitimate beneficiaries. Through advanced data analytics, real-time monitoring, and swift administrative action, CMS is leading the fight to protect Medicare, Medicaid, and the trust Americans place in these vital programs. We're not waiting for fraud to happen—we're stopping it before it starts."

74 defendants, including 44 licensed medical professionals, were charged across 58 cases in connection with the alleged illegal diversion of over 15 million pills of prescription opioids and other controlled substances. For example, five defendants associated with one Texas pharmacy were charged with the unlawful distribution of over 3 million opioid pills. As alleged, the defendants conspired to distribute massive quantities of oxycodone, hydrocodone, and carisoprodol, which were subsequently trafficked by street-level drug dealers, generating large profits for the defendants. This coordinated action is a continuation of the Health Care Fraud Unit’s systematic approach to stopping drug trafficking organizations and their pharmaceutical wholesale suppliers, which together have fueled an epidemic of prescription opioid abuse for nearly a decade.

DEA also announced today that in the last six months, DEA charged 93 administrative cases seeking the revocation of pharmacies, medical practitioners, and companies authority to handle and/or prescribe controlled substances.

“Health care fraud isn’t just theft — it’s trafficking in trust. Today’s announcement shows that when doctors become drug dealers and treatment centers become profit-driven fraud rings, DEA will act,” said Acting Administrator Robert Murphy of the DEA. “We’re targeting the entire ecosystem of fraud — from pill mills in Texas to kickback clinics exploiting Native communities. If you abuse your medical license to push poison or pad your pockets, we will hold you accountable.”

In today’s Takedown, 49 defendants were charged in connection with the submission of over $1.17 billion in allegedly fraudulent claims to Medicare resulting from telemedicine and genetic testing fraud schemes. For example, in the Southern District of Florida, prosecutors charged an owner of telemedicine and durable medical equipment companies with a $46 million scheme in which Medicare beneficiaries were allegedly targeted through deceptive telemarketing campaigns and then fraudulent claims were submitted to Medicare for durable medical equipment and genetic tests for these beneficiaries. The Department continues to focus on eliminating health care fraud schemes that depend on telemedicine, including schemes involving fraudulent claims for genetic testing, durable medical equipment, and COVID-19 tests.

The other cases announced today charge an additional 170 defendants with various other health care fraud schemes involving over $1.84 billion in allegedly false and fraudulent claims to Medicare, Medicaid, and private insurance companies for diagnostic testing, medical visits, and treatments that were medically unnecessary, provided in connection with kickbacks and bribes, or never provided at all. For example, in the Western District of Tennessee, prosecutors charged three defendants, including business owners and a pharmacist, with a $28.7 million scheme to defraud the Federal Employees’ Compensation Fund by allegedly billing for medications for injured United States Postal Service employees that were never prescribed by a licensed practitioner and largely were not dispensed as claimed. And in the Western District of Washington and the Northern District of California, prosecutors charged medical providers with allegedly stealing fentanyl and hydrocodone, respectively, that was meant for the providers’ patients, including child patients in need of anesthesia.

VA-OIG is committed to holding accountable those who defraud government benefits programs intended to care for our nation’s heroes.”

Breaking Down Silos in the Fight Against Health Care Fraud

In connection with the coordinated nationwide law enforcement operation, the Department is announcing that it is working closely with HHS-OIG, FBI, and other agencies to create a Health Care Fraud Data Fusion Center to bring together experts from the Department’s Criminal Division, Fraud Section, Health Care Fraud Unit Data Analytics Team; HHS-OIG; FBI; and other agencies to leverage cloud computing, artificial intelligence, and advanced analytics to identify emerging health care fraud schemes. The Health Care Fraud Unit’s Data Analytics Team was established in 2018 to enhance the Unit’s ability to detect, investigate, and prosecute complex health care fraud schemes. Joining forces with data analysts from HHS-OIG, FBI, and other partners will increase efficiency, detection, and rapid prosecution of emerging health care fraud schemes. It will also implement the President’s Executive Order Stopping Waste, Fraud, and Abuse by Eliminating Information Silos (Exec. Order No. 14243, 3 C.F.R. 294 (2025)) by reducing duplicative data teams, increasing operational efficiency through a whole-of-government approach, and leveraging cloud computing, artificial intelligence, and other agency resources.

The Medicaid Fraud Control Units of California, the District of Columbia, Florida, Georgia, Illinois, Indiana, Louisiana, Massachusetts, Michigan, Missouri, New York, North Carolina, North Dakota, Ohio, Pennsylvania, South Carolina, Texas, Virginia, and Wisconsin also participated in the investigation of many of the federal and state cases announced today.

The Fraud Section leads the Criminal Division’s efforts to combat health care fraud through the Health Care Fraud Strike Forces. Prior to the charges announced as part of today’s nationwide Takedown and since its inception in March 2007, the Health Care Fraud Strike Force, which operates in 27&nbsp;districts, charged more than 5,400 defendants who collectively billed Medicare, Medicaid, and private health insurers more than $27 billion.
